How safe is Colombia for expats?

Reportedly, the safety of Colombia changes on a daily basis. It is more pronounced with issues to do with cocaine, bombings and kidnappings. There are Marxist Guerillas and right wing death squads.

However, it is argued this is not the true face of Colombia. Apparently, dealing with safety has been key and measures put in place can be said to be remarkable.

What is the state of things in Bogota, Medellin and Cali, the three major cities of the country?
